Flood Defense Advancements in Budapest’s Római-part Area

Addressing Flood Risk
The Római shore area of Budapest has historically been vulnerable to flooding, causing significant damage. In response, the local government has been actively pursuing solutions to mitigate these risks and protect the area’s residents and infrastructure. Recent developments indicate progress in these efforts, with a focus on constructing new flood defenses and revitalizing the Róma shore recreational spaces.

Comprehensive Study and Community Engagement
Recognizing the need for a well-informed and publicly supported plan, the Budapest City Council commissioned a feasibility study to evaluate various flood protection alternatives. This study considered a wide range of factors, including technical, economic, environmental, and social aspects, to ensure a balanced approach. The study incorporated community input through surveys, focus group discussions, and consultations with relevant stakeholders, reflecting a commitment to inclusive decision-making.
Evaluating Alternatives
The feasibility study identified two primary options for flood defense: one along Nánási Road – Királyok Road and another directly along the shoreline. The analysis revealed that both options had their own advantages and disadvantages. However, the Nánási Road alignment emerged as the preferred choice due to several factors:
- Enhanced Safety: The Nánási Road alignment is situated at a higher elevation and farther from the waterline, reducing the frequency and complexity of flood defense operations.
- Reduced Environmental Impact: The shoreline alignment would necessitate the removal of over 700 trees, while the Nánási Road alignment would only require approximately 160 trees to be cut down.
- Greater Public Support: The Nánási Road alignment garnered more support from the community, indicating its alignment with public values and priorities.
Project Development and EU Funding
Based on the study’s findings, the decision was made to construct a new flood barrier along the Nánási Road – Királyok Road alignment, mirroring the existing primary defense line. By the end of 2023, the following milestones were achieved:
- Water rights establishment plans for the new flood defense were finalized.
- Permit plans for other facilities associated with the flood defense were completed.
- Tender plans were prepared to facilitate the selection of a construction contractor through a public procurement process.
The project is slated to be implemented in phases, with funding secured from the European Union. The new flood barrier is scheduled for completion by 2029.
Complex Development Concept
In addition to flood defense measures, a comprehensive development concept has been created for the Római-part area. This concept aims to enhance the area’s recreational amenities and preserve its unique character. Three design options were developed for the promenade: a cost-effective option, a full-fledged option and a small intervention option. The concept emphasizes the importance of balancing development with the preservation of natural habitats and recreational spaces.
